Introduction

Finance Minister Smt. Nirmala Sitaraman unveiled the PM Vishwakarma Yojana during her 2023-2024 budget speech. Officially known as the PM Vishwakarma Kaushal Samman Yojana, it is also referred to as “PM VIKAS Yojana” or “PM Vishwakarma Scheme.” On August 16, 2023, the Union Cabinet granted approval for the nationwide implementation of the PM Vishwakarma Yojana, with the official launch scheduled for September 17, 2023, coinciding with Vishwakarma Jayanti. The primary goal of this initiative is to provide financial support to artists, craftsmen, and small business owners, enabling them to expand their enterprises by offering capital assistance. The Indian government has allocated a budget of Rs. 13,000 crore for the smooth execution of the PM Vishwakarma Yojana, with the Ministry of Micro, Small & Medium Enterprise serving as the nodal ministry. Eligible artists and craftsmen can access loans of up to Rs. 1,00,000 with an interest rate of only 5%. Successful repayment of this loan opens the door to further loans of up to Rs. 2,00,000 at the same interest rate. In addition to financial assistance, skill training will be provided to these artisans. The government will issue certificates and ID cards to PM Vishwakarma beneficiaries to facilitate their identification. This ambitious scheme encompasses 18 traditional trades and is expected to benefit over 164 Backward Classes, covering 30 lakh families. Eligible individuals will soon be able to apply for the PM Vishwakarma Kaushal Samman Yojana.

1. Scheme Objectives

The PM Vishwakarma Yojana aims to provide comprehensive support to traditional artisans and craftspeople to enhance their traditional services and products. Its objectives include:

  • Recognizing artisans and craftspeople as Vishwakarma, making them eligible for scheme benefits.
  • Offering skill enhancement and relevant training opportunities.
  • Providing access to modern tools for improved productivity and product quality.
  • Offering collateral-free credit with reduced interest rates.

2. Eligibility Criteria

To be eligible for PM Vishwakarma:

  • The beneficiary must be an artisan or craftsperson working in one of the 18 family-based traditional trades covered by the scheme.
  • The minimum age for registration is 18 years.
  • The beneficiary should be engaged in the relevant trade and must not have availed loans under similar government schemes in the past five years.
  • Registration and benefits are reserved for one family member.
  • Government employees and their family members are not eligible.

Scheme Benefits

Under PM Vishwakarma Yojana, eligible artists and artisans will receive:

  • Recognition as Vishwakarma through certificates and ID cards.
  • Skill verification followed by basic and advanced training.
  • Training stipend of Rs. 500 per day.
  • Toolkit incentive of Rs. 15,000.
  • Collateral-free enterprise development loans of Rs. 1 lakh (first tranche for 18 months repayment) with a concessional interest rate of 5%.
  • Credit guarantee fees borne by the Government of India.
  • Incentives for digital transactions (up to Re 1 per transaction, maximum 100 transactions monthly).
  • Marketing support, including quality certification, branding, e-commerce linkage, trade fairs, and publicity.

How to Apply/Register in PM Vishwakarma Yojana

Starting September 17, 2023:

  • Visit the PM Vishwakarma Scheme website and register using your mobile number and Aadhar Card.
  • Confirm your details through OTP authentication.
  • Complete the registration form with your name, address, and job details.
  • Submit the form and download your PM Vishwakarma Digital ID and Certificate for future use.
  • Request scheme components on the scheme portal.
  • Upload the required documents.
  • Submit your application for consideration.
  • Applications will be verified, and loans will be provided through commercial banks and financial institutions.
  • Artists and artisans can also apply at their nearest CSC center.
  • The government is planning to develop a PM Vishwakarma Yojana mobile app for enrollment.
